New Hampshire — electrical code & licensing

Partially verified

Partially verified. The permit/inspection note is blank; the OPLC Electricians' Board page is the gate — it returns an Akamai Access Denied on every automated route tried, a network-level refusal. Closing it needs the page opened in a live browser by hand.

Things to watch for

The house red-flag page — doctrine shown wrong, safety-held entries, field-proven practice — is Things to watch for.

Working notes

Adoption verified firsthand on the NH State Fire Marshal's adopted-codes page: '2023 NFPA 70, National Electrical Code (NEC) with NH Amendments', page effective date July 1, 2025. The NH state building code (RSA 155-A:1, IV) likewise adopts NFPA 70 2023 by reference. The standalone amendments document was opened firsthand in E-DATA-FOLLOWUP 1 (2026-10-25) and is now recorded as amendments_url: the Building Code Review Board's compiled 'New Hampshire Building Code Amendments' (edition dated October 15, 2025, hosted on the state document server) contains the full 'NFPA 70 - National Electrical Code 2023 amendments' section (the EL-23 series, including errata to EL-23-03-24, EL-23-04-24, EL-23-13-24, EL-23-15-24, EL-23-16-24 and EL-23-17-24); the Board states the amendments were reviewed and approved through April 11, 2025 and ratified by the General Court per HB 134-2025 (signed 2025-06-23, effective July 1, 2025), and notes the compilation is a courtesy summary - the legal record is the ratification legislation and the specific amendment exhibits. RSA 155-A:2, I (as quoted in the document) establishes a 6-month concurrency period after the effective date in which a permit applicant may elect the prior code or the newly adopted code, but not a combination. License classes under RSA 319-C include apprentice, journeyman, master, and high/medium-voltage classifications. Still partial for one remaining reason: the OPLC Electricians' Board page itself has not been opened firsthand (it returned HTTP 403 through the fetch route on 2026-10-25 and was not retried); the licensing layer rests on the official-board reference as previously recorded. No state-issued electrical permit regime was established; permits/inspections are municipal under the state code. FOLLOWUP 4 - LIVE-BROWSER ATTEMPT (2026-10-25, Builder-authorized pass): the OPLC Electricians' Board page (https://www.oplc.nh.gov/find-board/electricians-board) was attempted in the live browser and remained UNREAD - every route (the Board page, the OPLC homepage, a bare-domain variant, and the nh.gov portal) returned an Akamai 'Access Denied' page with no challenge or control to interact with, and two bot-challenge recovery attempts also failed. No secondary source was substituted. The Board-page leg therefore remains unread (the earlier fetch-route HTTP 403 above is now joined by a live-browser block); closing it needs access from a network the Akamai edge does not block, or The Builder opening the page in the live browser himself. Status unchanged: still partial for the same single named reason.

Coded to schema v2 Option B at the 2026-10-27 wiring pass from the v1 row verbatim; the partiality is coded per-area from the row's own record and the readiness package's named gate.
